What OpenClaw executes, and what Robo Claw adds

Robo Claw is built on OpenClaw, an open-source AI agent platform. OpenClaw on its own can already run continuously, execute autonomously, and switch between multiple agents, but for a small NGO or NPO to use it safely, additional design work on the Robo Claw side is required. Organizing information and presenting options is kept clearly separate from final decisions involving beneficiaries, funds, and public communications.

Work centered on reading, classifying, and drafting, with a human doing the final check, tends to be a good candidate. Decisions on who receives assistance, grant and benefit eligibility, urgent safety judgments, and anything involving funds or public communications are always finalized by program leads, field leads, safety officers, and qualified professionals.

Information organization (Read)

A role that searches, retrieves, views, summarizes and monitors inquiries, activity reports, KPI data and the like. It does not write data or send anything externally.

Candidate proposal (Suggest)

A role that presents candidate replies, report drafts, social media post drafts and prioritization suggestions. These are strictly material for a human to review, and do not constitute approval, finalization or sending.

Final decision (Decide)

Approval, finalization, external transmission, system updates and execution are always finally decided by the project lead, field lead, safety manager, a qualified professional, or the board.

High-risk Tasks — Not for AI Alone

5 High-Risk Tasks Excluded From the Initial Rollout

The following are representative examples that should be explicitly stated as tasks AI does not finally decide or execute alone, because they directly involve the confidentiality of beneficiary data, the organization's public information, production systems, credentials, or external service integrations. Adjust the count and names for your organization and project.

① External transmission of beneficiary data

Not left to AI alone: AI never finalizes or executes, on its own, the transmission to an external service or third party of sensitive information such as beneficiaries' or donors' names, contact details, health status, or evacuation/damage circumstances.

Required human approval and controls: A manager reviews the content in advance of any transmission, and a transmission log is recorded. Sending is not done from shared accounts, and the staff authorized to send are limited.

② Finalizing public information

Not left to AI alone: AI does not, on its own, finalize or execute the publication of content the organization presents externally, such as on the website, social media, newsletters or press materials.

Required human approval and controls: The Agent assists up to drafting, and publication is carried out only after approval from the communications lead, the board, or similar.

③ Production environment and configuration changes

Not left to AI alone: AI never changes or applies changes, on its own, to the production environment or settings of the website, CRM, donor management system or similar.

Required human approval and controls: Changes are reviewed in advance and applied only after approval from the staff member covering IT or a manager. A rollback procedure for mistaken operations is also prepared.

④ Changes to credentials

Not left to AI alone: AI never issues, changes or revokes credentials such as accounts, passwords or API keys on its own.

Required human approval and controls: Changes to credentials are approved by a manager, and access rights are promptly disabled when a volunteer or contractor's engagement ends. Shared accounts are not used.

⑤ Automated execution against external services

Not left to AI alone: AI never enables or executes, on its own, new integration settings for an external SaaS or API, or automated execution without review (sending, posting, payment, etc.).

Required human approval and controls: A new integration is enabled only after a manager reviews the content, and execution results are logged and reviewed periodically.

Key Data and Systems

The data and systems actually connected to or referenced vary by organization and project. Supporter and beneficiary information may include information on minors, health and living conditions, or harm, conflict and evacuation, and cannot be used uniformly. Individual confirmation is needed on purpose of use, legal or contractual basis, consent, data classification, minimal use, access rights, external transmission, retention period, deletion, anonymization or pseudonymization, permission to use images and video, and the division of responsibility between headquarters, field offices, contractors and volunteers. Product names are treated as examples of candidate integrations; confirm the actual availability of any integration individually.

Shared Responsibility

Division of Responsibility Between Headquarters, Field Offices, Contractors and Volunteers

In the digital operations of an NGO or NPO where multiple regions and stakeholders work together, it is important to organize where responsibility lies in advance, regardless of whether an AI agent is used.

NGO headquarters' responsibility

Managing supporter and donor information, operating the Agent and Skills, permission management, and final approval of external publication or transmission are headquarters' responsibility.

Field office responsibility

Preparing local activity reports, direct engagement with beneficiaries, and the initial response to emergencies are the field office's role.

Contractor responsibility

Fulfilling contracted work and complying with data handling within the contracted scope are the contractor's responsibility, and require confirmation based on the contract.

Volunteer responsibility

Acting within the granted scope of permissions and complying with information handling rules once an engagement ends are the volunteer's role.

What is the difference between Robo Claw and OpenClaw?

OpenClaw is an open-source platform for running AI agents. Robo Claw is a managed service that designs and continuously manages OpenClaw according to the operations, trust boundaries, permissions, approvals, and workflow of NGOs and NPOs.

Can AI decide on the acceptance or grant eligibility of support recipients?

No. Acceptance of support recipients, approval or denial of grants or benefits, emergency and safety judgments, and decisions in medical, welfare, and legal matters are assumed to be ultimately decided by project managers, local managers, safety management officers, or professionals. Robo Claw is intended to support information organization and candidate suggestions.

Can it be integrated with CRM or donation management systems?

Integration itself may be possible depending on the configuration, but the integration method differs depending on the specifications and contract conditions of the target system, so individual design and confirmation are necessary. It does not guarantee integration with all systems.

Can it be implemented without a dedicated IT personnel?

If it is a limited pilot such as one project, one region, one language, or one channel, it is assumed that it can be designed within a scope manageable by part-time personnel. Details are explained in the Deploy & Operate article.

What is different from the content for Enterprise and Startups?

This hub mainly deals with supporter communication, public relations, and knowledge management for non-profit organizations. The target and points of discussion differ from Enterprise, which assumes large-scale governance of major corporations, and Startups, which deals with product development and business growth.

Is it safe to handle personal or sensitive information?

Robo Claw itself does not guarantee non-occurrence of information leaks or the protection of personal information. Handling requires confirmation of the purpose of use and legal basis, minimum permissions, and control of external transmission, and the final decision on whether handling is permissible is made by the person in charge of personal information protection and legal affairs.

How long does implementation take, and what are the costs?

Since it varies depending on the number of target operations, the number of connected systems, the complexity of data classification, etc., it cannot be answered uniformly. Please consult individually based on your current operations and structure.
